OPEN ENROLLMENT FOR THE 2025 BENEFIT YEAR IS NOW CLOSED
ELECTIONS MADE DURING OPEN ENROLLMENT WILL TAKE EFFECT 1/1/25. NEW INSURANCE DEDUCTIONS WILL BEGIN WITH THE FIRST PAYROLL IN DECEMBER.
THIS INFORMATION WILL REMAIN OPEN FOR VIEWING PURPOSES AND TO HELP FAMILIARIZE YOU WITH MEDICAL, DENTAL, VISION, FSA PROGRAM & SUPPLEMENTAL INSURANCE PROGRAMS
Open Enrollment allows you to review your insurance needs and make important decisions about your health care. For the first time, Union County will be offering two medical plan options for eligible employees to choose from. Details about both plans, including cost, are provided below. Medical participants will automatically re-enroll in the County's current (Core) plan unless an active election is made during open enrollment for the new (Basic) plan. Insurance deductions for the 2025 benefit year will begin with the 12/6/24 pay date.
OPEN ENROLLMENT INSTRUCTIONS: If you wish to take any of the below actions (#1 - #5), please follow the instructions provided. If none of the actions apply, then no further steps are required and your current benefit elections (including medical plan option) will rollover for the 2025 calendar year.
1) Enroll in the "Basic" PPO Plan: To enroll in this medical insurance plan option, employees must make an active election during the open enrollment window following these CEBCO Enrollment Instructions. 2) Add/drop Medical, Dental, or Vision coverage for yourself and/or qualifying dependents: Employees must make changes to current benefit elections in BenefitSolver following the CEBCO Enrollment Instructions. To make your benefit changes, click here. If you are adding a dependent(s), you must provide proof of dependent status by submitting the appropriate Dependent Verification Documents. If adding a spouse, see #3 for further instructions.
3) Cover your spouse on medical insurance: All spouses covered under the CEBCO medical insurance program must meet eligibility guidelines established by the Union County Resolution Regarding Spousal Eligibility. Eligibility is determined annually during Open Enrollment. Any spouse who is currently covered must re-certify his or her continued eligibility by completing the Union County Spousal Eligibility Certificate for the 2025 Benefit Year. Any new spouse wishing to be covered for the upcoming plan year must also complete the eligibility certification paperwork.
4) Enroll or Re-Enroll in the Flexible Spending Account (FSA) Plan: Benefit-eligible employees may choose to participate in the elective healthcare/medical reimbursement account and/or dependent day care account through the FSA Section 125 Plan. Elections must made ONLINE through the Navia Portal. Eligible employees wishing to participate must re-enroll for each enrollment period following these FSA Online Enrollment Instructions. Once logged in, you can review FSA resources, sign up for an educational webinar, or make your 2025 FSA elections. Navia will also email information about the benefits of FSA enrollment to all eligible employees. FSA deductions will begin with the first pay in 2025.
NOTE: You will need to use the Employer code "UN5" to set up your FSA portal account.
5) Elect supplemental (voluntary) benefits: During open enrollment, full-time employees may also enroll in voluntary, supplemental benefits that are provided by Aflac and Allstate. The benefit effective date will be effective 1/1/25. Voluntary benefits cover a variety of areas including, but not limited to: Short-Term Disability, Cancer Care plans, and supplemental life and vision insurance offerings. Premiums are 100% employee paid and are made through payroll deductions. To learn more or sign up for coverage, please check out the Aflac Benefit Summary or the Allstate Benefit Summary.
All changes made during the Open Enrollment period will be effective for the succeeding calendar/benefit year which runs January 1 - December 31 each year. Elections will remain in effect throughout the upcoming plan period unless there is a Qualifying Life Status Change. Eligibility for the wellness rates will be verified by Human Resources prior to the first payroll deduction. Adjustments will be made, as necessary, following a successful wellness appeal.

Healthcare FSA & Dependent Care FSA -Presentation
Why Enroll in an FSA? Participation in an FSA allows you to set aside money from your paycheck on a pre-tax basis to pay for certain qualifying expenses, thereby reducing your taxable income. Participants in the FSA plan must spend the money on eligible expenses within the plan year (1/1/25 – 12/31/25). As qualifying costs are incurred during the plan year, participants submit claims to MyCafeteriaPlan (our Plan Administrator) for reimbursement. Any funds left in the Dependent Day Care account at the end of the plan year must be forfeited. Any funds greater than $640 remaining in the Healthcare FSA will also be forfeited. To avoid any loss of funds, it is important to plan carefully to match your annual election to your actual expenses.
Do Current Participants Have to Re-Enroll? Yes, due to IRS regulations, all eligible employees must RE-ENROLL for each enrollment period. Participation in an FSA allows you to set aside money from your paycheck on a pre-tax basis to pay for certain qualifying expenses, thereby reducing your taxable income.

Elections made during an Open Enrollment period will remain in effect through the 2025 benefit year, unless there is a Qualifying Life Status Change that may impact your benefit eligibility and/or elections. Please contact us if you have a qualifying change during the 2025 benefit year, as any applicable changes are time sensitive and must be made within 30 days of the qualifying event.
